Environmental Specialist I

Section 1 - Position Summary

This position, under limited direction of the Environmental Supervisor, is responsible for monitoring and inspecting the

compliance of industries included in the Industrial Pretreatment Programs administered by the NTMWD. This individual will maintain and review permits, applications, self-monitoring reports and laboratory data. Also responsible for conducting field studies and taking field measurements as required. Performs manual work associated with various assigned duties.

Section 2 - Major Responsibilities

  • Conducts inspections to check for compliance with Industrial Waste Ordinance and/or Federal Categorical Standards, updates existing information files, and investigates possible changes or additions to facility processes.
  • Reviews permit applications, industrial waste permits, self-monitoring reports and current pretreatment literature.
  • Assists in permitting process including drafting permit renewals for existing industries.
  • Performs secondary reviews of monitoring reports and enters data, events, and permit changes into electronic database.
  • Assists with industrial waste survey process to identify potential new industries within service area.
  • Supervises, trains, operates, and troubleshoots automatic sampling and monitoring equipment to perform field sampling and properly completes and handles chain-of-custody records.
  • Collects compliance and routine monitoring samples for laboratory analyses on water and wastewater samples at water distribution sites, surface water sites, industrial users, treatment plants, or collection system.
  • Reviews standard operating procedures and work instructions and revises as needed.
  • Assist in training department personnel in technical and safety procedures.
  • Assists in monitoring and surveillance activities of the collection system which may include visual observations, dye testing, sample collection, etc.
  • Observes, records, takes pictures, and reports potential slug or accidental spills into the sanitary sewer, ground, or receiving streams or lakes.
  • Observes safe work practices through the use of proper safety equipment and procedures.
  • Performs other duties as assigned. Section 3 - Knowledge, Skills & Abilities
  • Must possess a broad knowledge of industrial waste treatment and local, state and federal laws pertaining to environmental monitoring.
  • Ability to make decisions independently.
  • Mathematical ability with careful attention to detail required.
  • Ability to deal tactfully and effectively with others in areas of investigations and data collections.
  • Ability to read and understand pipeline, utility, and construction maps and drawings.
  • Knowledge of water and wastewater treatment plant operations. Section 4 - Education and Experience
  • Bachelor's degree in the field of environmental science or related field. Four years of technical and administrative experience in investigating or monitoring environmental activities may be substituted for degree.
  • Must obtain a Texas Commission of Environmental Quality Class D Water Operator's license within six months of hire and a Class C Water Operator's license within two years.
  • 3. Valid Texas driver's license.

    Section 5 - Environmental Factors, Activity Levels and Equipment

    This position requires moderate physical exertion with occasional lifting up to 100 pounds. General mobility required to

    conduct field sampling. Working conditions include exposure to weather, chemical hazards and gases. Equipment used

    includes vehicles, boats, computers/tablets, automatic samplers, field-testing equipment and some laboratory equipment.
